How to do business with Alabama DMH/MR
There are two primary ways to do business with the
Alabama Department of Mental Health and Mental
Retardation. They are: (1) opportunities which are
offered through bids that are issued by the Purchasing
office and (2) professional services contracts which are
issued through the Contracts office.
1.) The Purchasing office procures
goods and non-professional services contracts
(see active contract categories) through a
competitive bid process. These bids are awarded
through an invitation to bid process which is free and
open.
Invitations to Bid (ITB's) - All goods and Services
are requested through the Purchasing Office. ITB's
must be requested through the Purchasing Department at

The purchasing contract is awarded to the lowest
responsible bidder.
2.) All Professional Services request for proposals and
contracts are handled by the
Contracts Office.
Request for Proposals (RFP) - All Professional
Services are requested through an RFP.
RFP's are handled by the Contracts Office.

The RFP is reviewed by a panel and Professional
Services contract is issued to the vendor which is
deemed most qualified by the panel.
- Vendors (professional and nonprofessional) must
register and be placed on
the state vendor list.
