AL Opioid Fund Commission

At the recommendation of the Oversight Commission on Alabama Opioid Settlement Funds, the Legislature has appropriated opioid settlement dollars for ADMH to administer prevention, treatment, and recovery grants. The purpose of this grant program is to prevent, reduce, treat, or mitigate the effects of opioid substance use. To date, the Legislature has appropriated three rounds of grants:

Selection Process


The RFP Review Selection Process involves the convening of a diverse, multidisciplinary team of stakeholders, community leaders, providers, and state agency personnel. This group of volunteers, expert in their respective roles, meet to review and score proposals utilizing criteria provided in the Request for Proposals relative to each round of Opioid Settlement Funding allocated to the Department of Mental Health. Grant are awarded in the areas of Prevention, Treatment, and Recovery Support.

The Selection Committee comprised professionals with prevention, treatment, and recovery backgrounds. No Selection Committee member submitted a proposal, nor was employed by an organization that submitted a proposal. No Selection Committee member was compensated for their time.

Awards were offered in order of final score - in amounts determined by proposed budgets - until funding in each category was no longer available. This process resulted in a diverse pool of awardees across the state.
